Speaker Biographies

DAVID J. BRAILER, MD, PhD
David J. Brailer, MD, PhD completed two years of service as the nation’s first National Coordinator for Health Information Technology on May 19, 2006. Dr. Brailer was appointed National Coordinator on May 6, 2004, by President George W. Bush. As National Coordinator, Dr. Brailer was responsible for leading federal and private sector efforts to improve health care quality, accountability and efficiency through widespread deployment of health information technology. He has set the nation’s health care industry on a course toward modernized health information standards, certification of health information tools, state-of-the-art information sharing architectures and new policies for protection of consumer privacy. Dr. Brailer has addressed how health information can help protect the nation from adverse drug events, bioterrorism, pandemic flu and other public health threats. As National Coordinator, Dr. Brailer has fostered partnerships between government and the private sector for health information breakthroughs that will be valuable and beneficial to the nation’s consumers.

Prior to his appointment, Dr. Brailer served as a senior advisor and consultant to the federal government as it formulated its health information technology policy. During this period, Dr. Brailer was a Senior Fellow at the Health Technology Center in San Francisco, a research organization that explores the potential for and impact of technology on health care delivery.

Dr. Brailer was Chairman and CEO of CareScience, Inc., from 1994 to 2002. He founded CareScience to develop and commercialize information technology that would reduce medical errors and transform physician and hospital quality. Under Dr. Brailer’s leadership, CareScience brought groundbreaking technologies to health care, including the nation’s first health care Internet-based Application Service Provider (ASP) as well as the nation’s first health information exchange. As CEO, Dr. Brailer developed and oversaw a strategy that raised more than $65 million in strategic and venture capital, took the company through an IPO, generated sales of more than $100 million and built a network of hospitals and physicians that is still improving quality of care today.

Dr. Brailer holds doctoral degrees in medicine and economics. He earned his MD degree at West Virginia University and his PhD at The Wharton School. While in medical school, Dr. Brailer was a Charles A. Dana Scholar at the University of Pennsylvania School of Medicine, and was the first recipient of the National Library of Medicine Martin Epstein Award for his work in information systems. He was among the first medical students to serve on the Board of Trustees of the American Medical Association. Dr. Brailer completed his medical residency at the Hospital of the University of Pennsylvania and became board certified in internal medicine. He was a Robert Wood Johnson Clinical Scholar at the University of Pennsylvania and was active in patient care with a focus on immune deficiency until recently. During his doctoral studies, Dr. Brailer developed the health information technology and quality management curricula at the Wharton School, and taught in The Wharton School MBA program for seven years.

BRADLEY M. FLUEGEL
Bradley M. Fluegel is Vice President and Head of Enterprise Strategy. With more than 20 years of health care industry experience, Mr. Fluegel works closely with Aetna's business leaders to advance the company's medium- and long-term business and enterprise strategies.

Prior to joining the Aetna team, Mr. Fluegel was CEO of Reden & Anders (R&A), an Ingenix Company that provides management and actuarial consulting services to the health care industry. In addition to running the firm, he oversaw a broad range of strategic, managerial, organizational design and financial consulting projects for R&A's clients. Prior to joining R&A, he was a principal and health sector leader for Tillinghast, a business of Towers Perrin.

Before joining Tillinghast, Mr. Fluegel served as director of product development and implementation for Harvard Community Health Plan (HCHP), where he oversaw product development, implementation and product management activities for the commercial, Medicare and Medicaid product lines.

Mr. Fluegel received his Bachelor of Arts degree from the University of Washington, with a major in business administration, and a Master's in public policy from Harvard University's Kennedy School of Government, with a concentration in health care policy and management. He is an adjunct assistant professor at the University of Pennsylvania, Wharton School of Business in the Health Care Management MBA program. He also is a Certified Public Accountant.

BRIAN FORTUNE
Brian Fortune is the Chief Political Strategist at Marwood Group. Prior to joining Marwood, Fortune served the Republican leadership in the House for over eight years, working for Majority Leader Dick Armey (R-TX), Conference Chairmen John Boehner (R-OH) and J.C. Watts (R-OK). In addition, he served at the National Republican Congressional Committee under Representative Bill Paxon (R-NY). While working for the House leadership, Fortune served as the Staff Director of Legislative Digest, the policy analysis and communications division of the House Republican Conference. His division served as the central repository of legislative information for Republican lawmakers and their staff. In that role, Fortune worked with the senior staff on all House Committees, but concentrated primarily on issues before the Ways and Means, Energy and Commerce and Appropriations Committees. Mr. Fortune worked directly with leadership on all of the major healthcare initiatives of the last decade, including BBA97, BBRA, HIPAA and BIPA 2000. He is a graduate of Oregon State University.

EDWARD M KENNEDY, JR.
Mr. Kennedy is the president and co-founder of Marwood Group & Co., a healthcare-focused financial services firm based in New York City and Washington, D.C. specializing in proprietary healthcare research, capital introductions, asset management and private equity advisory services.

Previously, Mr. Kennedy served as Counsel to the law firm of Wiggin & Dana located in New Haven, CT. Mr. Kennedy’s health law practice focused primarily on state and federal regulatory and reimbursement issues affecting hospitals, home care agencies, long-term care providers, physicians, and mental health providers. In addition, Mr. Kennedy served as Director of Legal and Regulatory Affairs at the Connecticut Hospital Association, counseling acute care providers and policy-makers on a wide variety of emerging health care issues.

Mr. Kennedy has also been an active leader in the civil rights movement for persons with disabilities. In his disability law practice, he advised companies about how to best expand opportunities for persons with disabilities and how to avoid liability under the Americans with Disabilities Act. He continues to serve on the corporate and advisory boards of numerous disability organizations and lectures nationwide on topics relating to health and disability law. Mr. Kennedy received an undergraduate degree from Wesleyan University, a master’s degree from Yale University, and a law degree from the University of Connecticut School of Law.

GARY A. MECKLENBURG
Gary Mecklenburg is recognized as one of the leading healthcare executives in the nation. On September 1, he retired after 21 years as president and CEO of Northwestern Memorial HealthCare and Northwestern Memorial Hospital in Chicago. His distinguished career began in 1970, and he has held senior management positions at the University of Wisconsin Hospitals, Stanford University Hospital, and St. Joseph’s Hospital and Franciscan Healthcare in Milwaukee.

Mr. Mecklenburg’s national leadership has included serving as chairman of the American Hospital Association, the Illinois Hospital Association, the Health Forum, National Alliance for Information Technology, and the Healthcare Research and Development Institute. He also serves on the boards of the Institute for Healthcare Improvement and the National Center for Healthcare Leadership. Mr. Mecklenburg is a member of three corporate boards: Becton Dickinson, Regency Hospital Company, and Cogent Healthcare.

Among his many professional activities, Mr. Mecklenburg has been a passionate advocate for leadership and workforce development, for healthcare information technology, and for improving diversity through mentoring. He is a frequent speaker and university lecturer and serves on the Advisory Board for the Kellogg Graduate School of Management. He recently served as a commissioner on the federal Commission for Systemic Interoperability and also chaired the American Hospital Association’s Commission on Workforce for Hospitals and Health Systems.

Mr. Mecklenburg received his Bachelor of Arts degree from Northwestern University and a Master of Business Administration degree from the University of Chicago.

IAN MORRISON
Ian is an internationally known author, consultant, and futurist specializing in long-term forecasting and planning with particular emphasis on health care and the changing business environment. He combines research and consulting skills with an incisive Scottish wit to help public and private organizations plan their longer-term future.

Ian has written, lectured, and consulted on a wide variety of forecast­ing, strategy, and health care topics for government, industry, and a variety of nonprofit organizations in North America, Europe, and Asia. He has spoken to a range of audiences from the boards of Fortune 100 companies to the Chinese Academy of Social Sciences in Beijing. Ian has worked with more than 100 Fortune 500 companies in health care, manufacturing, information technology, and financial services. Recent client sponsors include XL Capital, Pfizer and Kaiser Permanente. He is a frequent commentator on the future for television, radio, and the print media.

Ian is the author of Healthcare in the New Millennium: Vision, Values and Leadership (Jossey-Bass, 2002). His previous book: The Second Curve - Managing The Velocity of Change (Ballantine, 1996) was a New York Times Business Bestseller and Businessweek Bestseller. Ian has co-authored several books and chapters, including Future Tense: The Business Realities of the Next Ten Years (William Morrow, 1994) and Looking Ahead at American Health Care (McGraw-Hill, 1988). He also has co-authored numerous journal articles for publications such as Chief Executive, Encyclopaedia Britannica, Across the Board, The British Medical Journal, New England Journal of Medicine, and Health Affairs.

Ian is President Emeritus of the Institute for the Future (IFTF) and Chair of IFTF’s Health Advisory Panel. Ian is a founding partner in Strategic Health Perspectives a joint venture between Harris Interactive and the Harvard School of Public Health’s Department of Health Policy and Management. From 1996-1999, Ian was retained by Accenture (formerly Andersen Consulting) as Chairman of the Health Futures Forum. In that capacity, Ian chaired a number of international forums on the future of healthcare.

Before coming to IFTF in 1985, Ian spent seven years in British Columbia, Canada, in a variety of research, teaching, and consulting positions. He holds an interdisciplinary Ph.D. in urban stud­ies from the University of British Columbia; an M.A. in geography from the University of Edinburgh, Scotland, and a graduate degree in urban planning from the University of Newcastle-upon-Tyne, England). He is a member of the Board of Directors of Spherion Corporation (an NYSE company); a past director of the Health Research and Education Trust (HRET), the research and education arm of the American Hospital Association; a director of the California Health Care Foundation; and a director of the Center for Healthcare Design. Ian also serves as a member of the Stakeholders Advisory Committee of the Program on Health System Improvement at Harvard University.

NORMAN C. PAYSON, M.D.
November 2005 – Concentra, Inc., Chairman of the Board

As Chairman of the Board, oversees strategic direction, management and governance of this 11,000 employee health care company that specializes in health care financial arrangements between health care payors and providers and is the nation’s leading provider of occupational health.

April 2004 – Medicine in Need Corporation (“MEND”)

Director and Member of the Office of the CEO in this charitable, biotechnology drug development company that specializes in diseases that afflict the third world. With its affiliation with Harvard University, Harvard and MEND recently received a Gates Grant Challenge award for tuberculosis vaccine development.

1998 – 2002 Oxford Health Plans, Chief Executive Officer

Dr. Payson was recruited to be Chief Executive Officer of Oxford Health Plans in 1998. Oxford, New York City’s most prominent health plan, with $5 Billion in revenue was experiencing severe financial and operational challenges that questioned its ability to survive. Dr. Payson led Oxford’s dramatically successful turnaround which resulted in among the most favorable financial results of any major health plan. In 2002, with the turnaround completed, Dr. Payson retired as Oxford’s Chairman and CEO. On July 29, 2004 United Health Group completed its acquisition of Oxford for $4.8 Billion or $56.58 per share, ten times the share price of Oxford’s 1998 lows.

1985 – 1997 Healthsource, Inc., Co-founder and CEO

Prior to joining Oxford, Dr. Payson was CEO of Healthsource, Inc., from its inception in 1985 through its initial public offering in 1989 until its sale to CIGNA Corporation in 1997 for $1.7 Billion. During his tenure, Healthsource grew to be one of the nation’s largest health plans, operating in 15 states with more than 3 million members.

1975 – 1984 Hawthorne Community Medical Group, Inc., Practicing Physician (1975-1979) and Medical Director and Chief Executive Officer (1980-1984) of this 120-physician group practice with more than 100,000 HMO members.

Dr. Payson is a member of (1) the Institute of Medicine (of the National Academies) Committee on Redesigning Health Insurance Benefits, Payment and Performance Improvement Program; (2) the Board of Overseers of the Dartmouth Medical School; (3) the Advisory Council for Health Care Policy at Harvard Medical School; (4) the Advisory Board of the Health Sciences Technology Division of the Massachusetts Institute of Technology and Harvard Medical School; (5) the Board of Advisors of the Mailman School of Public Health at Columbia University; and (6) the Board of Directors of the City of Hope, a tertiary cancer hospital and research center.

Dr. Payson is a graduate student lecturer at the Center for Evaluative Clinical Sciences at Dartmouth Medical School, the Tuck School at Dartmouth, the Columbia University School of Public Health, the Sloan School at MIT and the University of Chicago Graduate School of Business.

Dr. Payson served as past chairman of the American Health Insurance Plans committee on readiness (bioterrorism) post-9/11 and co-chaired its committee on Medicare.

Dr. Payson is a graduate of the Massachusetts Institute of Technology and received his MD at Dartmouth Medical School. He previously served as a physician in the U.S. Public Health Service on a Native American reservation in Arizona. Dr. Payson, a New Jersey native, was born on April 16, 1948 and is married with two grown children.

FRANK WILLIAMS
Frank Williams serves as Chairman of the Board and Chief Executive Officer of the Advisory Board Company where he has responsibility for all facets of strategic and operational management of the firm. During Mr. Williams’ tenure as CEO, the Advisory Board completed an Initial Public Offering in November 2001 and has grown to $180MM+ in annualized revenues with over 800 employees. Prior to assuming the CEO role, Mr. Williams served as an executive vice president of the company, with broad general management and new product development responsibility.

Before joining the Advisory Board, Mr. Williams served as the President of MedAmerica OnCall, a provider of outsourced Customer Relationship Management (CRM) services to healthcare organizations. He also served as a Vice President of Vivra Inc., a NYSE dialysis company, and later served as the General Manager of Vivra Orthopedics, a division of Vivra Specialty Partners. Earlier in his career, Mr. Williams worked as a Management Consultant for Bain & Co. and co-founded an international business advisory firm focused on privatization and restructuring based in Warsaw, Poland.

A native Californian, Mr. Williams received a B.A. in Political Science/Economics from the University of California, Berkeley, and an M.B.A. from Harvard Business School.
